Some cities manage to either break free from a Kingdom's control or are formed by a powerful individual or group. Most of them serve as neutral points of trade. For a city to be recognised as independent by the Kingdoms and even the other cities it either formed treaties with nearby Political Forces and/or it has an army of a considerable size.
